Saudi Wage Protection System (WPS) and Mudad: the salary file, deadlines and penalties

Every private-sector employer in Saudi Arabia must prove each month that it paid its employees what their contracts say. The Wage Protection System does this through a salary file uploaded via Mudad.

· How we check our guides

What the salary file is

A monthly electronic file listing each employee, what they were paid and how. The ministry checks it against the contract wage recorded on Qiwa, so a gap between the two shows up.

The 30-day window

Since 1 March 2025 the file must be uploaded within 30 days, down from 60. Only the previous month's file can be uploaded, so a missed month cannot be caught up later in a batch.

When wages are late

  • Reminders go out on the due date and after 10 days, and a final warning at 15 days.
  • A file more than 20 days late can lead to an inspection visit.
  • Wages two months late: the ministry suspends its services to the establishment, except issuing and renewing work permits.
  • Three months late: all services are suspended, and workers may move to another employer without consent.

How Aqid ERP helps

Aqid ERP's payroll produces the Mudad salary file from the approved payroll run, with each employee's IBAN and amounts, so the file matches what the books say was paid. Upload it to Mudad within the window.

Questions

Who must upload a WPS file?

Every private-sector establishment, for all its employees. Domestic workers are handled through Musaned instead.

What is the deadline for the WPS file?

Within 30 days, since March 2025. Only the previous month's file can be uploaded.

Is Mudad the same as WPS?

WPS is the ministry's rule; Mudad is the licensed platform through which the salary file is prepared and uploaded.
