In Saudi Arabia, yes: withholding on payments to non-residents is taken off the payment and owed to ZATCA.
Yes: supplier statements and the payables ageing, by supplier and by due date.
Paying suppliers abroad brings two Saudi obligations. Services from a supplier with no fixed establishment in the Kingdom fall under the reverse charge: you account for the 15% VAT yourself and recover it under the normal rules, with both entries in the return. Payments to non-residents can also carry withholding tax, which Aqid ERP takes off the payment, records as owed to ZATCA and summarises for the monthly form. When a supplier sends a credit note, your input VAT is adjusted in the period in which you receive it.
