Meaning
The Wage Protection System (نظام حماية الأجور) requires every private employer to pay wages by bank transfer to each employee's account and to upload a monthly wage file showing, per employee, the basic salary, housing, other earnings, deductions and net paid. The file is submitted through Mudad, matched against the actual transfers, and the employer's compliance rate is shown in its Qiwa establishment account. Persistent non-compliance suspends the employer's services at the Ministry.
In practice the system fixes three things a payroll must get right: the net on the payslip equals the amount transferred to the IBAN, the file is uploaded on time each month, and the wages in it agree to the contracts registered in Qiwa and the base registered with GOSI. Cash wages and late payment are what it was built to end.

Example
Al Noor runs October payroll on the 28th: twelve employees, net wages of 118,200.00. The wage file lists each employee's basic, housing, earnings, deductions and net; the bank transfers 118,200.00 to twelve IBANs; Mudad matches the two and the compliance rate stays at 100 percent.
