Aqid ERP's Starter is SAR 790 and includes payroll for up to 5 employees. Plans differ, so price the one that covers what you need, with the calculator on this page.
Daftra includes it, with a Mudad payroll file; Qoyod sells it as an add-on at SAR 10 per employee a month; Wafeq has it on its Premium plan; Zoho Payroll is a separate product; Odoo's Payroll app is priced per user, with a Saudi localisation. Aqid ERP includes it from Starter.
Odoo sells every app for one price per user, which suits a company that wants many apps. Its pricing page says implementation services are not included, and an employee on payroll with no user of their own counts as a paying user. Work out a year for your size with the calculator on this page.
