ZATCA Phase 2 e-invoicing software, compared

Any e-invoicing software sold in Saudi Arabia must issue UBL 2.1 XML signed with XAdES, a QR code, and a counter and hash chain per device, clearing standard invoices with ZATCA before delivery and reporting simplified ones within 24 hours. Before you choose, check ZATCA's directory, the plan that includes it, and device onboarding.

What Phase 2 asks of any e-invoicing software

From ZATCA's own documents, listed under the steps.

  1. Each invoice generated by the software as UBL 2.1 XML, with its own UUID.
  2. A cryptographic stamp: the XML signed with XAdES using the device's certificate (CSID).
  3. A QR code on every invoice; on simplified invoices it also carries the stamp's signature and public key.
  4. A counter (ICV) and the previous invoice's hash (PIH) for each device, so the invoices form a chain and none can be removed unnoticed.
  5. Standard (B2B) tax invoices cleared by ZATCA before they reach the buyer; simplified (B2C) invoices reported within 24 hours.
  6. Each device onboarded with a one-time password (OTP) from the Fatoora portal, which issues its certificate.

Five questions to ask before you choose

  1. Is it in ZATCA's directory of e-invoicing solution providers? Ask to see the listing; Aqid ERP's is in progress.
  2. Which plan includes Phase 2, and is it the plan you priced?
  3. How is each branch or point of sale onboarded as a device, and does each keep its own counter and hash chain?
  4. What happens when ZATCA is unreachable: is the invoice queued and sent again, and can you see each invoice's status?
  5. Are invoices in Arabic, with the XML embedded in the PDF you send, and kept for as long as the law asks?

Where Aqid ERP stands

  • Standard and simplified invoices. B2B invoices go for clearance, B2C for reporting, with credit and debit notes tied to the invoice they correct.
  • UBL 2.1 XML with an XAdES signature. The XML is generated from the ledger, signed in a separate service that alone holds the device keys, and kept with the PDF.
  • QR code and PDF/A-3. A Phase 1 QR on every PDF and the XML embedded in a PDF/A-3, in Arabic and English.
  • Device onboarding from the app. Register a device with your Fatoora OTP from Compliance; the invoice counter and previous-hash chain are kept per device.
  • Per-invoice status. See each invoice's clearance or reporting answer and the reason for a rejection; a send that fails is queued and tried again.

Aqid ERP implements Phase 2 end to end and is tested against ZATCA's published rules, but it is not yet listed in ZATCA's solution-provider directory. Onboarding a device needs your Fatoora portal OTP.

Questions

Which e-invoicing software is approved by ZATCA?

ZATCA publishes a directory of solution providers whose products it has checked; look a product up there before you buy. Every product on this page says it is Phase 2 compliant; we read their own sites on 10 October 2026, not ZATCA's directory. Aqid ERP's listing is in progress.

Do I need a separate e-invoicing system beside my accounting software?

No. Phase 2 is met by the software that issues the invoice. In Aqid ERP every plan, from Starter, signs, clears and reports invoices from the same books, with one device per branch or point of sale.

What does Phase 2 change for a small business?

Invoices must come from compliant software, not a word processor or a spreadsheet: signed XML with a QR code, cleared or reported with ZATCA. Your Fatoora portal access is needed once per device, to onboard it.
