Authority to pay, and the record that it was paid
A payment voucher (سند صرف) does two jobs. Before the money goes out it is the approval: who asked, who checked, who authorised. After, it is the record: to whom, how much, by what means, against which bill. It debits the supplier's account (or an expense) and credits the bank or the cash box. The supplier's tax invoice stays the VAT document; the voucher is the money.
- A voucher number and date.
- Paid to: the payee's name.
- The amount in figures and words, the method (transfer, cheque, cash) and the bank reference.
- What it pays: the supplier bill number, the payroll run, the rent contract.
- Prepared by, approved by, and received by (the payee's signature for cash).
Checks before the signature
The approver signs against three things: the supplier's tax invoice is in the company's name with a valid VAT number, the goods or service were received (the delivery note or the manager's confirmation), and the amount matches the order. Payments to non-resident suppliers carry one more: withholding tax, at 5 to 20 percent depending on the service, deducted and paid to ZATCA by the tenth of the following month.
The sample pays 11,385.00 by bank transfer against supplier bill BILL-0442 for shelving.
