E-invoicing Phase 2 (integration)

The phase in which invoices are exchanged with ZATCA as signed XML: standard invoices cleared before issue, simplified ones reported within 24 hours.

In Arabic: المرحلة الثانية للفوترة الإلكترونية

Meaning

Phase 2 of e-invoicing (المرحلة الثانية، الربط والتكامل) connects a business's invoicing system to ZATCA's platform. Each invoice is an XML document in the UBL format with a UUID, a hash linking it to the previous invoice, a cryptographic stamp from the system's certificate, and a QR code. A standard tax invoice is sent to ZATCA for clearance and is valid only once ZATCA signs it; a simplified invoice is issued to the customer and reported within twenty-four hours.

ZATCA brings businesses in by waves according to their VAT-taxable revenue, starting in January 2023 with the largest and reaching smaller businesses each year; each business is notified at least six months before its date. A PDF/A-3 with the XML embedded is the human-readable copy. Only solutions ZATCA has listed can integrate.

Also called: integration phase · FATOORA integration · clearance · reporting

Example

A distributor in a 2025 wave onboards its device with ZATCA, gets a production certificate, and from its date every B2B invoice goes to clearance before it is emailed; the returned XML carries ZATCA's stamp. Its retail counters keep printing receipts and the system reports them overnight.
