Who must use it
Law No. 1 of 2015 amended article 66 of the Labour Law: wages are paid in Qatari riyals, and the employer transfers them to the worker's account at a financial institution in Qatar. The employer has paid only when that transfer is made. Ministerial Decision No. 4 of 2015 sets up the system that tracks those transfers.
Workers paid monthly or annually are paid at least once a month; other workers at least once every two weeks.
Domestic workers come under Law No. 15 of 2017 instead: the employer pays them at the end of each month, and no later than the 3rd of the next, by bank deposit or in cash against a signed receipt.
The due date from 8 September 2026
Ministerial Decision No. 50 of 2026 amended articles 1 to 3 of the 2015 decision, in force from 8 September 2026. A monthly or annually paid worker's wage now falls due on the first day of each calendar month; other workers' wages on the first day of each two-week period.
The employer then has seven days from the due date to transfer the wages through the WPS. The seven days are not new; what is new is the fixed due date they run from. Plan the month's run so that approval, funding and the bank upload fit inside those seven days.
The salary file
Each month the employer sends its bank a salary file, one line per worker with the worker's ID, account and pay, in the layout the bank gives. The bank checks it against the employer's WPS registration before paying, and the transfers then show at the Ministry of Labour.
When wages are late
Under article 4 of the 2015 decision, the Minister can stop issuing new work permits to an employer that has not paid, or suspend its dealings with the Ministry, apart from contract attestation, until it proves every overdue wage has been transferred.
Law No. 9 of 2026, announced by the Ministry of Labour on 25 June 2026, strengthens wage protection further: it lets the Ministry suspend some transactions of establishments that break the law and publish violators' names in the cases the law sets, with details to follow in decisions. Check the penalties in force with the Ministry of Labour.
A worker whose dues are decided by the Labour Dispute Settlement Committees can be paid by the Workers' Support and Insurance Fund, set up by Law No. 17 of 2018, which then recovers the amount from the employer.
A month-end checklist
- Every worker has an ID and a bank account on file.
- The file's total equals the payroll's net pay, line by line.
- Each deduction carries a reason the worker can see on the payslip.
- The bank's confirmation is kept with the month's payroll.
How Aqid ERP helps
Aqid ERP runs monthly payroll in QAR, accrues end of service every month under article 54 of the Labour Law, and issues payslips in Arabic and English; employees sign in to see their own payslips, leave and claims. Each run posts salaries and accruals to the ledger by cost centre or branch, and net pay is exported for payment.
Aqid ERP does not yet produce a WPS salary file for Qatar's banks: you prepare it in your bank's format from the exported net pay. The bank file is on the roadmap.
