A production order's cost is the materials, labour and overhead on its bill of materials, moved into stock at weighted average, with no VAT on any of it. Where a process or formula is licensed from abroad, the royalty or technical fee paid to a non-resident licensor is among the payments that carry 5 % withholding, so record it on the bill.
